I know many people who attended public schools but not resident there. These schools want to have a rather different body of students, but they are demanding when it comes to academic qualifications and abilities of the residents of other states. You can go to school outside the state fairly easily if necessary. The question is whether you pay the higher state tuition?

If a state outside of school really wants is to offer discounts or scholarships to offset the extra costs until you have stopped that in this state.

Depending on rank and exclusivity and size of the public schools.
UCLA is more demanding on the academic performance of students outside the state is the state of Arizona, for example.
